If you keep getting a request to license your Act! you’d need to run your Act! database as Administrator. also if you want to install Inline Updates, you need to run ACT as an Administrator

There is a difference between having admin rights and running a program as administrator, please find details about this here and here.

If you run your Act! as administrator you will be provided with full elevated rights and privileges in Windows.
