This can have more Reasons:

Outlook is in the Autostart or you start it directly after  the system start.
P: Outlook start to fast and before the act! service is started.
S: Don´t use the Autostart and / or wait while all services are been loaded.

Using a Quick Sync or Quick Start Tool
P: all these tools load Outlook without Add-Ins.
S: Start Outlook without such tools.
